Tanger Outlets Improvements

Our team led the comprehensive site and civil design for a two-phase revitalization of Tanger Outlets Foley, transforming an underused central parking and splash-pad area into a vibrant pedestrian-focused plaza and outdoor dining destination.

Phase 1 included partial demolition of existing buildings and the conversion of a former retail space into an open-air food hall pavilion supported by new shell construction and delegated-design structures. Our work encompassed full site regrading, utility coordination, façade interface improvements, and the redevelopment of the central green, including plaza hardscapes, outdoor dining zones, and structured shade elements. We also delivered new site lighting, stormwater modifications, equipment pad design, and careful tie-ins to existing infrastructure without disrupting operations.

Phase 2 expanded the redevelopment with additional building demolitions, new retail shell construction, and a series of activated pedestrian environments such as pocket parks, breezeways, and sensory-garden spaces. Civil components included designing an entirely new site road, reconfiguring an existing intersection, coordinating right-of-way constraints, and replacing significant areas of sidewalk, curb, and pavement. Our team provided new utility connections, water and sewer service routing, drainage improvements, and compliant ADA circulation throughout the expanded plaza system.
